Veterans Benefits and Claims Assistance

Understanding and applying for VA benefits can be challenging. Our knowledgeable staff assists with preparing and submitting claims for disability compensation, pensions, health care enrollment, education benefits, burial benefits, and other programs administered by the U.S. Department of Veterans Affairs (VA). 

We also help veterans and their families complete required paperwork, obtain military records, and apply for survivor and dependent benefits after the passing of a veteran. Our goal is to ensure every application is accurate, complete, and submitted promptly. 

Emergency Financial Assistance

One of the responsibilities of the Veterans’ Service Commission (VSC) is to provide emergency financial assistance to veterans, active-duty members of the United States Armed Forces, and the spouse, surviving spouse, dependent parent, minor child, or ward of a veteran or active-duty service member. 

Applicants experiencing unexpected hardship due to sickness, injury, disease, unemployment, or the inability to obtain gainful or adequate employment are encouraged to apply for financial assistance. Applications can be completed by visiting the Veterans’ Service Office. 

Eligibility

Documents Required

Applicants must have resided in Hardin County for the previous three full months (90 days) to qualify for financial assistance. Residency requirements are mandated under Ohio law (O.R.C. 5901.08) and cannot be waived. The applicant, or the veteran on whose service the application is based, must have received a discharge under honorable conditions or higher from active military service performed for purposes other than training. 

 Alternatively, an applicant may qualify if, while serving on active duty for training, they incurred a disability recognized as service-connected by the U.S. Department of Veterans Affairs (VA) or the U.S. Department of War (DOW).

Types of Financial Assistance Available

Emergency financial assistance should not be construed as a pension or compensation benefit. It is temporary in nature and is intended to prevent undue hardship for veterans and their families until other federal, state, or local benefits can be obtained. 

 The Veterans’ Service Commission exercises great care in determining which applicants are approved or denied financial assistance. The total net household income is considered when evaluating each application. 

 Applicants who are denied financial assistance may appear before the Veterans’ Service Commission to request that an exception be considered. 

All applicants who are physically capable of working must be actively seeking employment. This requirement is ordinarily met by registering with OhioMeansJobs (Job & Family Services) and providing proof of active participation. 

 If an applicant is unable to work due to a physical or mental disability, failure to provide documentation verifying the disability may result in the denial of financial assistance until such proof is submitted.
